Workshop on How to Apply for Sijil Annual 2019, Kuala Lumpur (26 Oct 2018)
A step-by-step guide to preparing the Sijil Annual 2019 and Practising Certificate 2019 online application,
with a segment by Jardine Lloyd Thompson on how to complete the PII Proposal Form
We refer to Circular No 259/2018 dated 17 Oct 2018, entitled "Sijil Annual 2019".
The annual renewal season for Sijil Annual and Practising Certificate ("SAPC") and the Professional Indemnity Insurance ("PII") cover has begun.
Please note that all applications for SAPC can only be made online through the Bar Council's online portal.  All supporting documents must be scanned and uploaded online.  No hard copy documents will be accepted. 
A law firm's authorised representative can assist Members to prepare their SAPC applications through the Law Firm Online Portal, but ultimately each Member must submit his or her own SAPC application through the Member Online Portal.
A new and enhanced login system has been put in place for Members to access the Member Online Portal.  Please note that any website username or password that you previously had is no longer validTo begin, you must log in to the Member Online Portal using the new login system, and change your temporary password after keying in a Transaction Authorisation Code ("TAC") that will be sent by SMS to your Malaysian mobile phone number that is registered with the Bar Council.
The Bar Council Membership Department will conduct a workshop to provide guidance on the new SAPC online application process.  The workshop will be held at 8:30 am to 12:30 pm, at the Bar Council Raja Aziz Addruse Auditorium, Wisma Badan Peguam Malaysia (formerly known as Wisma Straits Trading), Kuala Lumpur, on 26 Oct 2018 (Friday)
An overview of the SAPC online application process — including information about the new login system to access the Member Online Portal, and how to use the Law Firm Online Portal — will be provided in the workshop.  There will also be a segment on how to complete the PII Proposal Form.
If you wish to prepare and submit your SAPC application (or your law firm's authorised representative wishes to assist to prepare your SAPC application) during the workshop, please take note that:
(1) You are strongly encouraged to undertake the first-time login process, using the new login system, to access the Member Online Portal before the workshop, and change your temporary password after keying in a TAC that will be sent by SMS to your Malaysian mobile phone number that is registered with the Bar Council.  Please refer to section I(A) (entitled "Member Online Portal") on page 3 of Circular No 259/2018;
(2) If the law firm's authorised representative wishes to assist to prepare the application, the representative must already have obtained a law firm username and password, as per the information provided in section I(B) (entitled "Law Firm Online Portal") on page 3 of Circular No 259/2018;  
(3) You must have settled all outstanding payments.  Please note that it may take up to five working days for your payments to be processed;
(4) You must bring all applicable supporting documents, as outlined in Circular No 259/2018, to be scanned and uploaded, including your Statutory Declaration that has been affirmed in the presence of a Commissioner for Oaths.  You are advised to scan the documents in advance and bring the soft copies to be uploaded, to expedite the process; and
(5) You are advised to bring your own laptop in order to avoid the queue to utilise the limited equipment available during the workshop.
Admission to the workshop is free of charge, but advance registration is required.
To register, please complete and submit the attached registration form to Parames Balakrishnan by email at parames@malaysianbar.org.my, on or before 24 Oct 2018 (Wednesday).

All lawyers and pupils in chambers will be awarded one Continuing Professional Development ("CPD") point.  As per the CPD Guidelines, Category T7 of the CPD Scheme Computation Table provides that one CPD point is awarded only once per lifetime.

Checklist of Preparatory Steps
(1) Have you completed the first-time login process to access the Member Online Portal on the Malaysian Bar website, and changed your temporary password after receiving a TAC?  Bring your new password.
(2) If your law firm's authorised representative will assist to prepare the SAPC application, has the representative obtained a law firm username and password?
(3) Have you settled all outstanding payments at least five working days before the date of the workshop?
(4) Bring a copy of your Professional Indemnity Insurance 2019 cover.
(5) Bring copies of the receipts for payments to all relevant State Bar Committees (please refer to pages 50 and 51 in Appendix E of Circular No 259/2018).
(6) If you were a sole proprietor / partner during the accounting period from 1 Jan to 31 Dec 2017, bring a copy of the Accountant's Report(s) (please refer to pages 48 and 49 in Appendix E of Circular No 259/2018).
(7) If you are applying for your SAPC for the first time, bring your Order of Admission as an advocate and solicitor, and the official receipt of the RM200 admission fee paid to the Advocates and Solicitors Disciplinary Board.
(8) If you are resuming practice, please contact Parames Balakrishnan at the Bar Council Membership Department, by telephone at 03-2050 2162, or by email to both parames@malaysianbar.org.my and membership@malaysianbar.org.my, for confirmation regarding supporting documents, and any pending payments, on or before 24 Oct 2018 (Wednesday).
(9) Bring a laptop if possible, with soft copies of your pre-scanned documents for uploading.
