Dated 29 Nov 2017
To Members of the Malaysian Bar

Update | Formation of a Special Committee to Formulate a Holistic Blueprint for the Legal Profession and Proposed Comprehensive Amendments to the LPA (29 Nov 2017)
We refer to Circular No 139/2017 dated 6 July 2017 and Circular No 207/2017 dated 18 Sept 2017, which provided updates on the Government's formation of a Special Committee to formulate a holistic blueprint for the legal profession in Malaysia and to prepare proposed comprehensive amendments to the Legal Profession Act 1976 ("LPA").

The Special Committee began its work in July 2017.  A number of activities have taken place, including meetings of the Steering Committee, meetings of the subcommittees that have been formed, tabling of submissions and rebuttals on various matters relating to the legal profession, and a focus group discussion.  The Government has prepared a report regarding the matters that were discussed during the meetings and focus group discussion, and intends to hold a public consultation on the proposed amendments.

The issue of the internal electoral processes of the Malaysian Bar has also been discussed.  The proposals that have been put forward vary from the initial proposal made by the Government in 2016.

The Bar Council plans to hold forums in various states in order to brief Members of the Bar on the developments that have occurred since the Government first mooted the proposed amendments in 2016, in particular the work and discussions that have been taking place under the ambit of the Special Committee.

We will notify Members regarding these forums in subsequent circulars.

The Malaysian Bar will continue to resist any attempt to interfere with our independence, in adherence to our calling to act without fear and favour.
George Varughese
