Public Forum on Rule of Law and Human Rights in Malaysia with Prof Sir Jeffrey Jowell QC, Director, Bingham Centre for the Rule of Law, United Kingdom (21 May 2014)
Jointly organised by the Bingham Centre for the Rule of Law, United Kingdom ("Bingham Centre") and Bar Council, this public forum is aimed at introducing the Bingham Centre and its rule of law activities to the legal community in Malaysia, and establishing a dialogue to explore critical rule of law issues.  These will include presentations on the Bingham Centre's work on access to justice and judicial review of administrative decisions, constitutional reforms in Myanmar and other countries, and how recent developments in the appointment of judges in the Commonwealth countries will affect the independence of the judiciary.  An open discussion with a panel of Malaysian commentators will follow, on matters including freedom of speech, freedom of assembly and freedom of religion, as well as the right to free and fair elections.
The Bingham Centre is an independent research centre based in London, in the British Institute for International and Comparative Law.  It is devoted to the study and promotion of the rule of law worldwide.  Named after Lord Bingham of Cornhill KG, the United Kingdom's leading judge of his generation, the Bingham Centre is focused on understanding and promoting the rule of law, considering the challenges it faces, providing an intellectual framework in which it can operate, and fashioning practical tools to support it.  It is engaged in projects both in the United Kingdom and abroad, providing assistance to countries such as Libya, Bahrain, Myanmar, Nepal, and to institutions such as the Commonwealth Secretariat.
Prof Sir Jeffrey Jowell QC is the Director of the Bingham Centre.  He also practises as a barrister at Blackstone Chambers, London.  He is Emeritus Professor of Public Law at University College London (where he was twice Dean of the Law Faculty and a Vice Provost).  He was knighted in the Queen's Honours List in June 2011 "for services to human rights, democracy and the rule of law".  One of United Kingdom's leading public law scholars, he has authored numerous publications in the area of constitutional and administrative law including, with Lord Woolf, the former Chief Justice of England and Wales, the standard text book, de Smith's Judicial Review.  He has assisted with the constitution and public law of a number of countries in the Commonwealth, the Middle East and Asia.  From 2000 to 2011, he served as the United Kingdom's member on the Council of Europe's Commission for Democracy through Law (known as the "Venice Commission") where he assisted with the constitutions and public law of a number of countries in the former Soviet Union. 
Dr Jan van Zyl Smit is a Research Fellow in the Rule of Law at the Bingham Centre.  Previously a Senior Lecturer in Law at Oxford Brookes University, he holds a DPhil in Law from the University of Oxford, where he was a Rhodes scholar, and LLB magna cum laude from the University of Cape Town.  He has been engaged in advisory work on constitutional and judicial reform in Kenya for several years, and has served as consultant to the Kenya's Judges and Magistrates Vetting Board.
